The SEA Directive assesses the effects of certain plans and programmes which are likely to have significant effects on the environment (e.g. on land use, transport, energy, waste, agriculture, etc). It entered into force on 21 July 2001 and the deadline for Member States' implementation was 21 July 2004. The Directive applies to public plans and programmes, i.e. the ones which are subject to preparation and/or adoption by an authority and which are required by national legislative, regulatory or administrative provisions.
